The Changelog plugin generates reports about recent changes to the SCM 
repository.

  Fixed bugs:

o Fix bad HTML Fixes MPCHANGELOG-28. 
o Fix CDATA sections in comments. Fixes MPCHANGELOG-30. Thanks to fabrizio 
  giustina. 

  Changes:

o Add maven.changelog.basedir property. 
o If, using the cvslib, fails, then fall back to using the command line call 
  to the cvs executable. 
o Added java based CVS library using cvslib. Removed requirement for cvs 
  executable. 
o Add support for Perforce SCM and cleaned up some docs. Fixes MPCHANGELOG-7.
